The city is increasing rebates for flood protection:

✔️ Sump Pumps: $1,750 → $2,450
✔️ Backwater Valves: $1,250 → $1,600

Heavy rain, snowmelt, and overwhelmed sewer systems can cause basement flooding in minutes — leading to thousands in damage, mold issues, and lost valuables.

These upgrades help:
✔️ Prevent sewage backup into your home
✔️ Remove excess water before it floods your basement
✔️ Protect your foundation, flooring, and belongings

Don’t wait until it’s too late — flooding often happens when you least expect it.

I have dealt with many different plumbing companies over my 13 years of property management, Jon was by far the best plumber. His quotes were spot on, despite a very difficult stack replacement. Jon informed me of every step that he was undertaking and sent pictures and videos with detail explanations. He was honest, easy to talk to, patient, and unhurried during EVERY one of our conversations. He was even a plumbing "therapist" and eased my stress during every step. Finally, he was excellent dealing with a difficult tenant, while completing the work. Jon your are Premier Plumbing's star employee! I will request Jon's assistance for all future work.

Called Premier Plumbing for a stubborn toilet drain blockage turned out to be tree roots and had technician Sulaiman come out. He knew exactly what he was doing got the roots out and power snaked the drain clear, no fuss. He also fixed a loose toilet flange for us, reinstalled the toilet with a new wax ring, and double-checked everything for leaks before wrapping up. Really professional, explained everything along the way, and left the bathroom clean. Would definitely call Sulaiman again for plumbing stuff. Solid work. Would highly recommend to all my neighbors and friends!

Jon and he's team were fantastic. We had to get our main sewer line replaced. Needless to say a big job. They walked us through the process gave us a fair quote and even helped us with navigating our insurance claim. They had clear communication and were professional. I felt like they genuinely had our best interest in mind while making recommendations on what repairs were necessary.

Sump Pump Services We Provide

New pit excavation or a new pump in your existing pit, sized to your basement’s water table and flood risk. Includes the pump, check valve, discharge line, and dedicated electrical circuit.

Diagnose and fix a pump that’s cycling constantly, grinding, vibrating, or failing to start. Most repairs, stuck floats, bad check valves, worn impellers, are completed in a single visit.

Your pump is past its 7-to-10-year lifespan or beyond repair. We swap it out on your schedule, not the storm’s, and reuse your existing pit where possible.

A second pump that runs off a charged battery when the power goes out, critical in Toronto, since the storms that flood basements are often the same ones that knock out power.

An alternative backup that runs on municipal water pressure instead of a battery, for homes with strong water pressure and no interest in battery upkeep.

Sump Pump Maintanence

Have a sump pump serviced every two to three years, and run a quick check yourself twice a year. Most sump pump failures trace back to a stuck float, a clogged pit, or a dead backup battery, all of which a simple routine catches early.

check mark

Test the pump: Pour a bucket of water into the pit. The float should lift, the pump should start, empty the pit, and shut off on its own.

check mark

Clear the pit: Remove gravel, silt, and debris from the basin and check the float moves freely. Clean the pump inlet screen.

check mark

Replace the battery: A backup battery loses capacity over time. Replace it on schedule so it holds a charge when a storm outage hits.

check mark

Check the check valve: If the pump restarts seconds after stopping, the check valve is letting water drain back into the pit and needs attention.

check mark

Plan the swap: Sump pumps last seven to ten years. Past year seven, replace on your terms rather than during a flood.

Signs your Toronto home needs a sump pump

Not every Toronto basement needs a sump pump, but most homes below the water table or on clay soil do. If any of these describe your home, a sump pump is the single most effective device for keeping water off the floor.

Your application is denied outright. Verify the licence through the City’s Business Licence Lookup before any work begins.

Most jobs finish in a single day, four to six hours. If a pit needs to be cut into the slab, budget the full day.

Seven to ten years with maintenance. Past year seven, replace it on your schedule rather than during a storm.

Usually a stuck float switch or a failed check valve letting discharged water drain back into the pit. Sometimes an undersized pump against a genuinely high water table. All three are diagnosable in one visit.

A sump pump removes groundwater from under your basement before it reaches the floor. Water collects in a pit at the lowest point of the basement, a float switch turns the pump on, and the pump sends the water outside through a discharge pipe.

Sump pit — A basin cut into the lowest point of the basement floor, usually 45 to 60 cm wide. Groundwater and weeping-tile water drain into it.
Pump + float switch — The pump sits in or above the pit. When water lifts the float to a set height, the pump switches on and empties the pit.
Discharge pipe — Carries the pumped water outside and away from the house, ideally at least 1.5 m from the foundation.
Check valve — A one-way valve that stops discharged water from draining back into the pit and making the pump run again.
Weeping tile — Perforated pipe around the foundation footing that collects groundwater and feeds it to the pit before it can enter the basement.
  • On-site assessment of your water table and flood risk
  • Pit excavation and basin, or a new pump in your existing pit
  • Supply and installation of the pump and check valve
  • Discharge line run outside, away from the foundation
  • Electrical connection to a dedicated circuit
  • Full system test and cleanup
  • City rebate paperwork prepared for you

There are two main pump styles and two backup styles. Submersible pumps sit inside the pit and suit finished basements. Pedestal pumps sit above the pit and cost less. A battery or water-powered backup keeps the system running when the power fails.

Submersible pumps sit inside the pit, under the water line. They run quiet since the water muffles the motor, last 10 to 15 years, and handle higher water volume — best for finished basements and homes with high water tables. Pedestal pumps have the motor mounted above the pit on a shaft. They’re louder since the motor is exposed, last 5 to 10 years but are easier to service, and suit lower water volumes,  a good fit for unfinished basements and tighter budgets.

In Toronto, the storms that overwhelm a basement are often the same ones that knock out power, so every home with a sump pump should have a backup. Here’s how the three options compare:

Battery backup — A second pump runs off a charged battery when the main pump loses power. Trade-off: the battery needs replacing every 3 to 5 years.

Water-powered backup — Uses municipal water pressure to pump the pit, no battery needed. Trade-off: it uses city water while running and needs good water pressure to work reliably.

Whole-home generator — Powers the sump pump plus the rest of the house during an outage. Trade-off: $3,000 and up, a bigger investment than sump backup alone.

A new sump pit usually requires a plumbing permit in Toronto, which adds roughly $100 to $300 and confirms the work meets code. Replacing a pump in an existing pit typically does not. A sump pump runs on a 110-volt supply and should be on its own dedicated breaker to avoid overloading the circuit.

Yes. The City only pays the rebate when a licensed contractor does the work. An unlicensed install gets the application denied, so verify any contractor through the City of Toronto Business Licence Lookup before work starts.

A sump pump can work perfectly and still flood your basement if the discharge line freezes. Water gets trapped in the pipe after the pump shuts off, freezes into an ice plug, and the next cycle has nowhere to send the water, it backs up and overfills the pit. Four things prevent it:

  • A downward slope so the pipe empties after every cycle
  • Foam insulation or heat tape on exposed sections
  • A larger-diameter pipe that resists ice
  • Burying the outdoor run below the frost line where possible

If the pump hums but no water leaves the outside pipe in winter, suspect a frozen line.

You likely need a sump pump if any of the following apply to your home:

  • Your foundation sits below the water table – Common in older parts of East York, Leaside, and the lower Don Valley.
  • Your basement is finished – Drywall, flooring, and a rec room turn a minor seep into a five-figure claim.
  • You already have a backwater valve – When it closes during a storm, weeping-tile water is cut off and can back up through the floor drain without a pump. Most homes need both. More on backwater valves.
  • You are on clay soil – Much of Toronto is. Clay holds water against the foundation instead of draining it, so pressure builds after every storm.
  • Your weeping tile was disconnected from the City sewer – Required for the pipe-severance subsidy. Once cut, groundwater needs a pit to drain into.
